وأما تفسيره للعلماء فجائز حسن والاجماع منعقد عليه فمن كان أهلا للتفسير جامعا للأدوات حتى التي يعرف بها معناه وغلب على ظنه المراد فسره
As for interpretation by scholars, it is permissible and good, and consensus is established on it. Whoever is qualified for interpretation, possessing the necessary tools — including those by which its meaning is known — and the intended meaning is most likely in their view, then they may interpret it.
تَفْسِيرُهُ — his explanation. The fronted topic — 'its interpretation' — with 'it' (the Book) attached, closing on -u as the subject. The 'as for' has hoisted it forward; the verdict on it comes only after the 'fa-'.

As for interpretation by scholars, it is permissible and good, and consensus is established on it. Whoever is qualified for interpretation, possessing the necessary tools — including those by which its meaning is known — and the intended meaning is most likely in their view, then they may interpret it.
لِلتَّفْسِيرِ — for interpretation. The 'li-' marks what one is qualified FOR — interpretation. The noun takes the -i ending after the preposition; together with 'fit' it says fit-for-the-task.

And if it is something not reachable through juristic effort, like matters whose path is transmission and the explanation of linguistic expressions, then speaking on it is not allowed except with authentic transmission from reliable authorities.
وَتَفْسِيرِ — and explanation. Joined by 'and,' a second example of such matters: 'the explaining of' — in the -i form, paralleling 'the matters' under the earlier 'such as.' It heads an 'of' pair naming what is explained: the language's words.

As for those who are not qualified, because they do not possess the tools, interpretation is forbidden for them.
التَّفْسِيرُ — interpretation. The subject that 'forbidden' was asserted of, arriving last (closing on -u): interpretation. The order — forbidden, upon him, interpretation — front-loads the verdict, then says for whom and of what.

However, they may transmit interpretation from reliable authorities among its people.
التَّفْسِيرَ — interpretation. The object of 'transmit,' in the -a form: the interpretation he relays. Not his own product but a thing handed on — the distinction the whole sentence turns on.

3 - And among them are those who interpret Arabic words without knowing their meanings as understood by the experts, meanings which can only be learned by listening to Arabic scholars and interpreters.
التَّفْسِيرِ — interpretation. 'interpretation,' owned in 'the masters of interpretation,' in the -i form, closing the sentence. Between the two — language experts and interpretation experts — lies the only sound road to these meanings; the third faulty type ignores both.
