فَقَالَ بُدَيْلُ بْنُ وَرْقَاءَ نِيرَانُ بَنِي عَمْرٍو
Then Budayl ibn Warqa said, "These are the fires of the sons of Amr."
وَرْقَاءِ — Warqa. The father's name closing 'son of Warqa', the owned half of that pairing and so in the genitive. The case is set by the name structure itself, separate from the main sentence's verb.
