قُلْتُ فَإِنْ كُفِيتَ ذَلِكَ وَدُعِيتَ إِلَى الْجَمَالِ وَالْمَالِ وَالشَرَفِ وَالْكَفَاءَةِ أَلا تُجِيبُ؟
I said: If that would be enough, and you were asked for beauty, wealth, honor, and suitability, would you not answer?
وَالْمَالِ — and wealth. The connector wa- ('and') fused to a noun made definite by al- ('wealth'); it is coordinated with the first list item, so it too is governed by the earlier 'to' and stays in the genitive. It adds the second quality.

Like rejoicing over illicit money,
بِالْمَالِ — over the money. The prefix bi- ('over/at') is a preposition forcing the noun after it into the 'of...' ending, plus the 'the' of the noun. It marks what the rejoicing is directed AT: the money. So the small bi- ties the misplaced joy to the wrongful gain it fixes on.
