لِكَثْرَةِ دَوْرِ ذَلِكَ فَتَرَاهُ إِمَّا يَكْتُبُ الأَسْمَاءَ حَالَ السَّمَاعِ ،
Because that happens so often, you will then see him either write the names at the moment of hearing.
فَتَرَاهُ — then you see him. Two pieces: the connector fa- delivering the result 'so then', and a present-tense verb 'you see' carrying a -hu 'him' object. So 'then you see him', the fa- presenting the consequence of the frequency and the suffix naming whom you observe.
