فَإِنَّ نَقْلَ الْكَلَامِ مِنْ لُغَةٍ إِلَى لُغَةٍ لَا يَتَيَسَّرُ لِكُلِّ أَحَدٍ،
Indeed, translating speech from one language into another is not something everyone can do.
لُغَةٍ — a language. An indefinite noun 'a language', the object of 'from', hence genitive. The indefinite -in tanween (audible) marks it as 'one language, any', the source side of the translation pairing.
