فَإِنَّ نَقْلَ الْكَلَامِ مِنْ لُغَةٍ إِلَى لُغَةٍ لَا يَتَيَسَّرُ لِكُلِّ أَحَدٍ،
Indeed, translating speech from one language into another is not something everyone can do.
الْكَلَامِ — the speech. The owning half of 'the transferring of speech'. It is definite ('al-') and stands in the genitive as the completing noun of that 'of' pairing, naming what is being transferred between languages.

الْكَلَامِ — speech. A definite noun 'speech', the final owning term of the chain 'master of the reins of speech', hence the genitive with al-. It closes the construct, supplying definiteness up the chain and naming the domain over which he holds mastery.
