يَجِبُ أَنْ يَكُونَ عَلَى وِفْقِ مَا شَرَعَهُ اللَّهُ،
It must be in accordance with what God has legislated.
وِفْقِ — accordance with. A noun 'accordance', the object of the preposition before it, so it takes the genitive ending, and it heads a possessive link with the relative 'what' that follows. As the owned head it drops its own 'the'. Together with the preposition it builds 'in accordance with what ...'.
