ترى الرجل يقدم على أمر يظن فيه لذة أو منفعة، فينغمس فيه،
You see a man rushing into something he thinks brings pleasure or benefit, and he immerses himself in it,
يُقْدِمُ — he rushes. A present-tense verb with 'he' built in, describing the man rushing forward. It opens a clause describing the man, the kind of descriptive clause Arabic attaches without a relative word when the noun is indefinite in sense.
