وَالْغَضَبِ — and anger. 'And' plus 'anger', parallel genitive. The second, completing the pair of base drives subdued.

So if he treats you fairly when he is angry.
غَضَبِهِ — his anger. A noun 'anger' carrying a '-hi' (his) fused on as possessor, 'his anger', and sitting in the genitive because the preceding circumstance-word governs it. The suffix points to the man being tested. So the phrase pins the fair treatment to the time of his rage.
