وَبَطَلَتْ — and are nullified. 'And' plus a past-tense verb 'came to nothing / was voided', feminine '-at' tail agreeing with 'its powers'. Its drives are rendered ineffective.

If one sees water during a prayer that does not exempt from making it up, like the prayer of a resident, the prayer is invalid according to the more correct opinion.
بَطَلَتْ — it is invalid. 'it became void,' feminine to agree with the prayer, and the answer-verb of the 'when.' Seeing water in such a prayer cancels it. The feminine ending quietly keeps the subject 'prayer' in view.
