وَيَحُثُّ عَلَى نَيْلِ الشَّهَوَاتِ عَاجِلا
It urges the immediate attainment of desires.
نَيْلِ — attainment. First half of a possessive pair, 'the attaining of...', in the genitive after 'on'; it hands its 'the' to the noun that completes it.

لِنَيْلِ — to obtain. A purpose li- ('in order to') governing a noun, 'the getting of'; genitive, opening a possessive pair. Arabic says 'in order to obtain' with li- plus a noun, not a 'to'-verb.
