وَهُوَ أَنَّكَ لَا تَخْلُو أَنْ تَكُونَ عَصَيْتَ اللَّهَ فِي عُمْرِكَ، أَوْ أَطَعْتَهُ،
And it is that you are not free from either having disobeyed God in your life, or having obeyed Him,
تَخْلُو — be free of. A present-tense verb meaning 'be empty/free of', with its 'you' subject built in. Negated before it, it sets up the idiom 'you are not free of [either... or...]', so the verb is the hinge of the whole 'one of two cases' structure.
