He says, "My Lord was angry today with an anger like none before it, and none like it will be after it, and indeed there was for me a supplication which I invoked against my people,"
قِبَلُهُ — before it. A time noun meaning 'before it' with an 'it' pronoun fused on. The attached pronoun reaches back to the anger just named, setting this anger against everything that came before.

قِبَلَهُ — before it. A time-noun fused with '-hu' for 'before it', the suffix pointing back to the anger; the adverb form marks a point in time. The exact thing the suffix points to has to be read from context.
