فَإِنَّ أَعْقَلَ النَّاسِ عَنِ اللَّهِ أَحْسَنُهُمْ عَمَلًا
Indeed, the people most mindful of God are best in their deeds.
أَحْسَنُهُمْ — best of them. This is a superlative form, 'best', on the af'al pattern, carrying an attached '-them' at its end, 'the best of them'. The suffix forms an 'of' link, ranking these within the group of people. It is the predicate of the maxim: the mindful are the best in deeds.
