Tayammum becomes invalid by everything that invalidates ablution.
بِكُلِّ — by everything. The 'bi-' marks the cause — 'by every...' — and 'kull' heads an 'of' phrase meaning 'all of.' Together: voided by every single thing that, as the relative next says, voids ablution.
