يَبْطُلُ التيممُ بكل ما يُبْطِلُ الوضوءَ،
Tayammum becomes invalid by everything that invalidates ablution.
يَبْطُلُ — becomes invalid. An intransitive verb — 'becomes void' — something the tayammum does on its own, not something done to it. Its subject, 'the tayammum,' comes after. Watch for its causative twin 'invalidates' later in the line: same root, but that one makes something else void.

It also becomes invalid with the removal of the excuse that permitted it.
وَيَبْطُلُ — and it becomes invalid. The same intransitive 'becomes void' as before, joined by 'and' — tayammum lapsing of itself. Its subject is understood from the last sentence; here a second cause is added, named next.
