العُذْرِ — of the excuse. Owner in 'the removal of the excuse,' in the -i form. The 'excuse' is the legitimate reason (no water, illness) that permitted dry ablution; its lapse is what voids the rite.

If one completes an obligatory prayer with dry ablution, and the excuse is lifted before beginning a non-obligatory prayer,
عُذْرُهُ — his excuse. 'his excuse,' the doer of 'lapsed' (the -u), with 'his' attached — the valid reason (no water, illness) that had permitted tayammum. Its removal is the pivot of the case.
