فإن استطاع أن لا يغضب فهو الكامل، وإلا فليمسك لسانه ويده
If he can avoid getting angry, he is complete; otherwise, let him restrain his tongue and his hand.
ٱلْكَامِلُ — complete. The predicate noun of the verdict, 'the complete one', its 'the' marking it as the known ideal. In this verbless sentence it equates the man with this state: then he is the perfect one.
