لِيَسْتَمِرَّ بِذَلِكَ عَلَى تَرْكِ مَا تُؤْذِي غَايَتُهُ
So that he continues to refrain from what has harmful outcomes.
لِيَسْتَمِرَّ — so that he continues. A purpose li- ('so that') fused onto the verb and forcing the subjunctive; 'he' built in. Arabic packs 'so that he...' into one word; the doubled final consonant belongs to the 'keep on doing' pattern.
