Praise be to Allah, who created man from a weak and humble fluid and strengthened him.
أَنْشَأَ — he created. A past-tense verb with a built-in 'he' subject, sitting inside the relative clause opened by 'who'. It reports the completed act of creating, with the understood 'he' referring back to God named just before.
