وبأن القرآن المنزل كلام الله تعالى غير مخلوق،
and that the revealed Quran is the uncreated word of Allah,
مَخْلُوقٍ — created. Genitive after 'other-than', this passive participle ('created') completes 'uncreated'. The pair 'ghayr makhluq' is the doctrinal claim that the Quran is not a created thing. Its genitive ending answers to the 'other-than' that governs it.
