وَبِهَا وَصْفُ الْمُصْطَفِينَ مِنْ عِبَادِهِ وَبِهَا بَعْثُ رُسُلِهِ
And by it is the description of those chosen from among His servants, and by it is the sending of His messengers.
وَصْفُ — description. An action-noun 'description', naming the act as a thing and serving as the delayed subject of the fronted 'by it'. As a derived action-noun it heads a possessive pair completed by the next phrase.
