وَبِهَا وَصْفُ الْمُصْطَفِينَ مِنْ عِبَادِهِ وَبِهَا بَعْثُ رُسُلِهِ
And by it is the description of those chosen from among His servants, and by it is the sending of His messengers.
عِبَادِهِ — His servants. A plural noun 'His servants' with 'His' attached, governed by 'from among' into the genitive. The suffix points to God, and the noun names the group from which the chosen are taken.

عِبَادِهِ — His servants. A plural noun, 'servants', with a possessor 'His' fused on the end, the owner being God. It is the owned half of 'the hearts of His servants', so it carries the 'of' (genitive) ending, and the suffix supplies the owner and makes it definite.
