وَقَلْبُ الْمُؤْمِنِ مَعْمُورٌ بِنَظَرِ الْخَالِقِ إِلَيْهِ
And the believer's heart is filled by the Creator's gaze toward him.
بِنَظَر — by the gaze. The 'bi-' here marks the means of the filling ('filled BY the gaze'). It governs the following 'of' phrase in the genitive ending and names what does the filling, paralleling the angels' worship in the prior sentence.

نَظَرِ — gaze. The noun 'gaze', the owned middle of a possessive chain: owned by 'place' before it and owning 'the Lord' after it, giving 'the place of the gaze of the Lord'. As an owned link it takes the 'of' (genitive) ending with no separate word for 'of'.
