وَفَوْقُ مَوْضِعُ نَظَرِ الرَّبِّ سُبْحَانَهُ وَتَعَالَى إِلَى قُلُوبِ عِبَادِهِ الْمُؤْمِنِينَ
And above is the place of the gaze of the Lord, Glorified and Exalted, toward the hearts of His believing servants.
مَوْضِعُ — place. The noun 'place', here the comment made about 'above' in a verbless 'above is the place...' sentence, so it stands in the plain subject-style (nominative) ending. It is also the head of a long possessive chain, owning 'the gaze of the Lord' that follows.
