وَبِهَا وَصْفُ الْمُصْطَفِينَ مِنْ عِبَادِهِ وَبِهَا بَعْثُ رُسُلِهِ
And by it is the description of those chosen from among His servants, and by it is the sending of His messengers.
بَعْثُ — sending. An action-noun 'sending/dispatching', naming the act and serving as the delayed subject of the second fronted 'by it'. It heads a possessive pair completed by the following noun.

وَالْبَعْثُ — and the resurrection. The connecting 'and' fused to a definite noun 'the resurrection', adding the next article of belief. The 'and' coordinates it into the list, and the phrase after it pins the timing of the raising.

وَبَعَث — and the sending. A linking 'and' is fused to an action-noun meaning 'the sending', the noun built from a verb that names the act itself. The 'and' ties this heading onto the running text. This action-noun also opens a possessive chain: it is the first half of a 'the sending of so-and-so' link, so it stays bare of 'the' and takes definiteness from the owner that follows.
