وَبِهَا وَصْفُ الْمُصْطَفِينَ مِنْ عِبَادِهِ وَبِهَا بَعْثُ رُسُلِهِ
And by it is the description of those chosen from among His servants, and by it is the sending of His messengers.
الْمُصْطَفِينَ — those chosen. A plural participle 'those chosen', made definite by 'the', describing a group of God's servants. As a passive-sense participle it names the ones selected, and it leads into 'from among His servants'.
