And Sibawayh divided speech into noun, verb, and a particle that conveys a meaning and is neither a noun nor a verb.
وَقَسَمَ — And divided. Past 'divided, split', subject 'he' (Sibawayh) inside. It governs an object and an 'into...' — divide X into Y; the doer follows the verb.

قَسَمَ — He divided. A past-tense verb carrying its own 'he' subject inside it, so no separate pronoun appears. It reports a single completed act of dividing, with the doer understood from the surrounding praise of God as the one performing it.
