الْحَالَةُ الثَّانِيَةُ أَنْ تَكُونَ الْقُوَّةُ وَالْغَلَبَةُ لِدَاعِيِ الْهَوَى
The second case is that power and dominance are with the instigator of desire.
الْغَلَبَةُ — the dominance. A definite noun in the nominative, coordinated by the 'and' before it with 'power'. The two together form the subject-matter of the 'be' clause, so both are what is said to belong to the instigator of desire.
