الْحَالَةُ الثَّانِيَةُ أَنْ تَكُونَ الْقُوَّةُ وَالْغَلَبَةُ لِدَاعِيِ الْهَوَى
The second case is that power and dominance are with the instigator of desire.
لِدَاعِيِ — for the instigator. The li- prefix is the 'to/for' preposition marking possession: it assigns the power and dominance to its object as their owner, governing the genitive. It heads a pairing with the next word too, giving 'for the instigator of desire'.
