الْحَالَةُ الثَّانِيَةُ أَنْ تَكُونَ الْقُوَّةُ وَالْغَلَبَةُ لِدَاعِيِ الْهَوَى
The second case is that power and dominance are with the instigator of desire.
الْقُوَّةُ — the power. A definite noun in the nominative acting as what the 'be' clause asserts to exist, 'the power'. It is coordinated with the next noun, so power and dominance together form the thing said to belong to the side of desire.
