كَثِيرٌ مِنَ النَّاسِ غَلَطُوا فِي فَهْمِ الْقَضَاءِ وَالْقَدَرِ
Many people have erred in their understanding of the divine decree and predestination.
غَلَطُوا — they erred. A past-tense verb with a built-in 'they' subject, 'erred, went wrong'. The plural ending carries the subject inside the verb, so no separate pronoun is needed. It states the main claim about the 'many of the people' just named.
