The number of his authored works exceeded four hundred books.
أَرْبَعَ — four. A number word, 'four', heading 'four hundred'. Arabic ties the number to the thing counted through the hundred-word that follows, and the unit-number pairs with it to build the larger figure.

الْأَرْبْع — the four. The number 'four', made definite by al- ('the'), here the topic that the emphatic 'that' fronts, so it takes the object (accusative) ending that 'anna' imposes on the noun it grips. It names the four directions being explained.
