أَنَّهُ يَصْعَدُ الْمِنْبَرَ، وَيَبْتَدِئُ الْقَارِئِينَ بِالْقِرَاءَةِ،
That he ascends the pulpit, and the reciters begin the recitation.
يَصْعَدُ — he ascends. A present-tense verb 'ascends', third-person singular, with 'he' built in. The present form narrates the habitual scene vividly. Its doer is the scholar set up by the 'that' particle; no separate pronoun is needed.
