أَنَّهُ يَصْعَدُ الْمِنْبَرَ، وَيَبْتَدِئُ الْقَارِئِينَ بِالْقِرَاءَةِ،
That he ascends the pulpit, and the reciters begin the recitation.
الْمِنْبَرَ — the pulpit. A definite noun 'the pulpit', the object of 'ascends', so it takes the object-style ending. The al- makes it definite. Arabic lets this verb of climbing take its destination directly as an object rather than through a preposition.
