وَكَانَ النَّاسُ يَجْتَمِعُونَ إِلَيْهِ وَيَنْتَهُونَ إِلَى رَأْيِهِ
And people would gather around him and defer to his opinion.
رَأْيِهِ — his opinion. A noun with -hi fixing 'his' to it, set in the genitive by the preposition just before. The 'his' points back to the respected man, marking the opinion as belonging to him.
