And people would gather around him and defer to his opinion.
يَجْتَمِعُونَ — they would gather. Present-tense verb with the plural 'they' in its ending; standing under the earlier 'was', it shifts from simple present to 'they would gather', a customary past action. The verb shape supplies both tense and the plural doer.
