وَكَانَ النَّاسُ يَجْتَمِعُونَ إِلَيْهِ وَيَنْتَهُونَ إِلَى رَأْيِهِ
And people would gather around him and defer to his opinion.
وَيَنْتَهُونَ — and they defer. A coordinating wa- on a present-tense verb, adding a second habitual action to the first. The plural 'they' is inside the verb, and the wa- simply links deferring to gathering.
