وَكَانَتْ إِمْرَأَةٌ تُرْضِعُ إِبْنًا لَهَا مِنْ بَنِي إِسْرَائِيلَ،
And there was a woman nursing a son of hers from among the Children of Israel,
تُرْضِعُ — is nursing. A present-shape verb describing what she was doing -- nursing -- set inside the past 'was' frame, so it reads as an ongoing 'was nursing'. The present form supplies the in-progress feel that the past 'to be' anchors in time.
