وَإِعْلَمُوا عِبَادَ اللَّهِ أَنَّ اللَّهُ تَعَالَى قَالَ
And know, servants of God, that God, the Exalted, said
وَإِعْلَمُوا — and know. This is the linking 'and' on a command-form verb addressed to a group: 'and know, you-all'. The command shape carries its plural 'you' inside, and the 'and' ties the order to the surrounding sermon.
