وَلَمَّا كَانَ الْغَالِبُ مِنْ مُوَافِقِ الْهَوَى أَنَّهُ لَا يَقِفُ مِنْهُ عَلَى حَدِّ الْمُنْتَفِعِ
And since the common case when following desire is that it does not stop at the limit of benefit,
حَدِّ — the limit. First half of an 'of' phrase: 'the limit of...'; genitive after 'ala'.

which have prescribed punishment in this world, such as killing, fornication, and theft,
حَدٌّ — a prescribed punishment. A bare indefinite noun, 'a prescribed penalty', the delayed subject of the small clause 'in it is a penalty'. Arabic states such existence with no 'is', simply placing the location-phrase before this noun.
