وَيُكَلِّفُونَ بِحُبِّي كَمًّا يُكَلِّفُ الصَّبِيَّ بِحَبِّ النَّاسِ
They are made to bear my love to an extent that burdens the boy with love for the people.
بِحَبِّ — with love. The bi- here is a preposition meaning 'with', and it forces the noun after it into the governed form. That noun then heads a possessive pairing with 'the people' that follows, two nouns set side by side to mean 'love of the people'. So this word both marks the means ('with') and opens an of-relationship.
