دَاوَمَ — he maintained. Past 'kept up regularly', subject 'he' inside; form-III; it takes 'ala'.

For surely you are ignorant and foolish, so persist in excessive humility with God,
فَدَاوِمْ — so persist. This is the bound fa- 'so' plus a command verb, 'so persist, keep at it', addressed to a single male. The fa- draws a consequence, and the imperative shape carries no separate 'you'; the doer is built into the command.

And what he persisted in and ordered is better than what he occasionally did, delayed, and did not order.
دَاوَمَ — he persisted. A past-tense verb 'persisted' inside the relative clause opened by 'what', with its third-person subject built into the form. It names a completed, sustained action and waits for the preposition that will tell us what he persisted in, the doer carried in the verb itself.
