وَمَنْ يَسَّرَ عَلَى مُعْسِرٍ، يَسَّرَ اللَّهُ عَلَيْهِ فِي الدُّنْيَا وَالْآخِرَةِ،
And whoever makes it easy for the one in difficulty, Allah will make it easy for him in this world and in the Hereafter.
يَسَّرَ — he made easy. A Form II verb, 'make easy, smooth the way', subject 'he' inside, the condition's verb. It takes an 'upon/for' phrase naming whom it eases.
