فَتَعَيَّنَ عَلَيْنَا الْفَحْصُ عَنِ الْكَبَائِرِ مَا هِيَ لِكَيْ يَجْتَنِبَهَا الْمُسْلِمُونَ
Therefore, it is necessary for us to investigate which are the major sins so that Muslims can avoid them.
فَتَعَيَّنَ — so, it is necessary. A past-tense verb with its subject built in, conveying an impersonal 'it becomes incumbent'. The leading 'so' draws this duty as a consequence of the preceding point.
