جَدِيدٍ — new. 'jadid' = 'new'; describes 'dawn'.

You see people on the day of Eid wearing new clothes, perfuming themselves, and going out to the prayer area happy and joyful.
الْجَدِيدَ — the new. This is the object of 'they wear', so it stands in the object case, with 'the' marking the known 'the new', i.e. new clothes. The adjective stands in for the noun it describes, a common Arabic shorthand.
