فالمدفوق الذي وقع عليه فعلك كالمكسور والمضروب
So "madfuq" is that which your action falls upon, like "maksur" (broken) and "madrub" (struck).
وَقَعَ — it occurred. A past-tense verb 'it fell/occurred', its 'it' subject inside, opening the relative clause about where the action lands. Past shape here states the defining fact.
