ثَمَرَةَ — the outcome. First half of an 'of' phrase: 'the fruit of...'; object — the '-a' accusative marks it.

From the understanding of the objectives, an action is weighed by its outcome: does it prevent a greater harm or bring a significant benefit?
بِثَمَرَتِه — by its outcome. The 'bi-' marks the measure — 'by its fruit / outcome,' with 'its' for the act. An action is weighed BY what it yields, not by its bare form; the 'bi-' names the yardstick.
