وَمِنْهُمْ أَقْوَامٌ يَمِيلُ بِهِمْ الطَّبْعُ إِلَى الْغَفْلَةِ أَحْيَانًا،
And among them are people whose nature sometimes inclines them toward heedlessness.
أَقْوَامٌ — people. This indefinite plural is the predicate of the partitive frame, naming the sub-group: '(there are) groups'. The clause that follows describes them in action.
