وَمِنْهُمْ أَقْوَامٌ يَمِيلُ بِهِمْ الطَّبْعُ إِلَى الْغَفْلَةِ أَحْيَانًا،
And among them are people whose nature sometimes inclines them toward heedlessness.
الطَّبْعُ — the nature. This definite noun wears 'the' and is the doer of the inclining, named after its verb as Arabic allows. It is the inner nature that pulls the people along.

As for the natural disposition, it has many attractions.
الطَّبْعُ — the natural disposition. A noun made definite by al- ('the'), serving as the fronted topic introduced by 'as for'. It is set apart at the head of the sentence so that the following clause can comment on it, rather than acting as a plain subject in line.
